João Pessoa's seafront, particularly the neighborhoods of Cabo Branco, Tambaú and Manaíra, concentrates a significant share of the city's upscale launches, with projects such as Artus Vivence, a development with landscaping designed by a firm linked to Burle Marx, launched in Cabo Branco in early 2025 by GHC Incorporações. This type of development usually targets higher-income buyers willing to pay for distinctive design and beachfront location.

Throughout 2025 and 2026, however, João Pessoa's construction sector faced legal uncertainty around the Land Use and Zoning Law (LUOS), which addresses, among other points, the building-height limits allowed on the seafront. Sinduscon-JP publicly warned that repealing the law that had "loosened" the height limit would cause what it called "pandemonium" in the sector, while a court ruling that fully struck down the LUOS led the union to gather more than 150 builders and release an open letter to Paraíba society asking the Court of Appeals to limit the ruling's effects.
