History and formation

How the neighborhood took shape

Academic studies describe Manaíra as a fishing and holiday area before residential consolidation. Subdivisions and the grid layout developed around the mid-twentieth century. Sources differ on the beginning of permanent settlement and the date of the first apartment building.

The CURA project, between 1977 and 1982, expanded infrastructure and sanitation. The opening of Manaíra Shopping in 1989 strengthened commerce and investment. The 2022 Census records 26,464 residents, the largest population among the seven study neighborhoods.

What living in Manaíra is like

Established residential area, with apartment buildings, shops, schools, supermarkets and quick access to local services.

Layout and settlement

Edson Ramalho Avenue is an important commercial axis. Manaíra Shopping and Mag Shopping, restaurants, schools and markets form a varied service network. Residential high-rise development coexists with differing social and spatial conditions near São José and Chatuba.

Before choosing a property

Historical research discusses pressure on traffic, public facilities and green spaces; it is not a current street-by-street assessment. Near the sea, height and permit analysis depends on each plot and applicable rules, not just the neighborhood address.

Building heights and coastal protection

State Constitution Article 229 protects a 500-meter strip from the spring high-tide line and provides stepped building heights. The official version consulted, updated through amendment 57/2024, states 12 meters, unlike the 12.90 meters in the study and municipal parameters. Application depends on legislation, court decisions and each plot: this guide does not establish a property's permitted height. The outcome of 2026 proceedings was not confirmed in this update. Request a land-use certificate and check permits.
